The proposal by Sen. Robert Menendez (D-N.J.) to strip away $4 billion in tax breaks for the oil industry was blocked on a procedural vote March 29. The measure, S. 2204, garnered 51 votes in favor but needed 60 under Senate rules to advance. Menendez included tax extensions for clean energy producers such as wind and solar in his proposal; tax preferences for wind and solar expire at the end of this year.
